Still going on in 12.04. I copy a directory and change the permissions from root to me and set it as recursive but none of the files in directory are changed or even can be changed individually even using sudo. Happens mostly when copying directories from an external drive.

I can provide screen shots if necessary. Its repeatable. chmod and chown work fine on their own using sudo at console.
