Items are expected to be disabled if the system policy doesn't allow you
to use them. I'll close this one as Invalid since the issue fixed
itself, but please file a new bug if it happens again. Thanks!

  Some menu items in nm-applet disabled (grey)

Status in “network-manager-applet” package in Ubuntu:
  Invalid

Bug description:
  When I checked the nm-applet menu now, items turn on network, wireless
  and mobile broadband had correct enabled/disabled state, but the items
  themselves were grey/disabled so that they could not be manipulated.

  The list of network types and possibility to disconnect to the active
  wifi network is enabled.

  I was about to make a screenshot, but before I got to it the items
  were available again...
