Jaylin, thanks, but that isn't good enough. It doesn't matter what the
package state is. USC should never have buttons that are clickable but
do nothing.
The problem with fixing this is that we don't know how to reproduce the
problem. If anyone works out how to reproduce it, please add some steps
here.

The install button flashes at the Ubuntu Software Center and i can't solve
this problem.I can no longer install or remove any application.
