This doesn't seem to have anything to do with Ubuntu Software Center,
but it's not clear what it is about. What do you mean by "the desktop is
not refreshing"?

F5 not working

I am using Ubuntu Raring Ringtail (development branch) 13.04.
Software center 5.5.5
In the previous versions if i press f5 it used to refresh but now the
desktop is not refreshing if i press f5 in other places while browsing files f5
is working there
