That Apport retracing service needs to accept higher installed version (coming from a ppa, here gnome3-team) . It clearly does not care about the added tag "third-party-package"; tag automatically added by itself. So to be able to fill usefull bug report to ppa maintainer, apport have to be a bit more clever.
