update and check if the problem still exists.
I couldn’t recognize which package had the problem, but list of changes to my

  13.04 doesn’t draw user background on login screen

Status in “unity-greeter” package in Ubuntu:
  New

Bug description:
  In Ubuntu 13.04, login screen doesn't show user background, the
  default wallpaper is always there.

  The background file is not hidden, and in dconf Editor "draw-user-
  backgrounds" is checked for unity-greeter.
