This bug is not a duplicate of #779754. When the problem occurs, the
network menu is clickable, but the vpn submenu is empty.

  nm-applet sometimes removes VPN menu after suspend/resume

Status in “network-manager-applet” package in Ubuntu:

Bug description:
  Since upgrading to natty, I notice that nm-applet seems to remove the
  list of VPN connections despite having one configured. I think this
  follows a suspend/resume of my laptop but it doesn't happen 100% of
  the time.
