Public bug reported:

1. Test a daily build of 13.04 on a live USB key
2. Open Ubuntu Software Centre and install GIMP
3. Launch GIMP

What happens : GIMP should start normally
What you get : GIMP show an error message (screenshot_1) : "Could not open
'/etc/gimp/2.0/gtkrc' for reading: No such file or directory"

4. Close GIMP
5. Launch GIMP again

What you get : another error message (screenshot_2) : Failed to open
file '/etc/gimp/2.0/controllerrc': open() failed: No such file or
directory

6. Close GIMP
7. Launch GIMP again

Only the main window launches, without the toolboxes on the left and right

You can use GIMP through the main menu.
