You have been subscribed to a public bug:

In Ubuntu 13.04, if you go to the Settings -> Mouse & Touchpad -> check
"Content sticks to fingers", then you get 'natural scrolling' as for
cell phones, for example. Now if you enable horizontal scrolling (via
Alt + F2 -> dconf-editor -> org -> gnome -> settings-daemon ->
peripherals -> touchpad -> check horiz-scroll-enabled), then scrolling
horizontally does not respect this rule. It uses "classical"
(horizontal) scrolling instead. So in case if both "Content sticks to
fingers" and horizontal scrolling are activated, the latter should
change its scrolling direction, too, everything else contradicts logic.

** Affects: gnome-settings-daemon (Ubuntu)
     Importance: Undecided
         Status: New
