Bug description:
  This is a regression in raring.  (actually a resurgence of bug 732997,
  but since this might have a different cause, I'm opening a new bug)

  A window that starts minimized used to be able to be opened by
  clicking on its launcher icon.  After the unity update of a few days
  ago, now it cannot be opened.  It just sits there in the launcher
  forever.

  This affects at least the backup program deja-dup, which opens
  minimized scheduled-backup progress windows.

  Attached is a sample program to test.  Run it like so:
  valac --pkg gtk+-3.0 test.vala && ./test
