Bug description:
This is probably a regression as I'm following a manual test case from
  lp:unity:

  ----------------------------snip-------------------------
  Disabled Top-level Menus
  ------------------------
  Setup:
  #. Install the 'gnome-dictionary' package

  Actions:
  #. Launch the 'gnome-dictionary' application.
  #. Open the 'View' menu.
#. Move the mouse over the 'Go' menu.

  Expected Result:
#. THe Go menu should NOT open.
  ----------------------------snip-------------------------

The actual result is that the Go menu opens when I move the mouse over
  it.
