Bug description:
The window controls and the window are separated by the Dash home
launcher, displaying a tooltip each time the cursor is aiming from the
maximized window area to the close window button. The tooltip
information is irrelevant to the task being performed and is
distracting.

Desired solution:
- Fix the regression the resulted in the fix for bug #687956 being
lost in Precise.
