[regression] Scrollbar Overlay still appears after the dash has
closed.

Bug description:
When the dash is closed the active lens is not getting set to false.
This causes the OverlayScrollbar to think its ok to appear! (But it's
not ok)
To Reproduce:
1) Open the Dash
2) Show more results so the scroll bar appears.
3) Mouse over the scroll bar
4) Start dragging the overlay scroll bar
5) Press Super to close the dash
Problem:
The overlay scroll bar is still there!
Expected:
The overlay scroll bar should disappear.
