Marking as Fixed Released because this functionality was added during
one of the many refactoring over the years and the libunity project
appears to use XDG_DATA_DIRS correctly to find scopes as appropriate.

Bug description:
  It appears that unity isn't looking in places like /usr/local for the
  places example application I compiled.

  It's important for people who will be making Places that we allow them
  to throw things in /usr/local and have unity find the places there so
  we don't have them stomping around /usr.
