Shortcuts in dash can end up selected

Bug description:
Through an interesting set of clicks the shortcuts will end up
selected.
1. Click on the BFB
2. Click to maximize the dash
3. Click to fold up the shortcuts
4. Click outside the active region for the shortcuts to expand
5, Click to unfold the shortcuts
When that happens, if you don't move the mouse, the shortcuts will all
open up in the selected state. I'd expect them to be unselected.
