Two days ago I tested development version of ubuntu 13.04 i386 on a laptop. (With the Unity desktop.)
The bug is still there. It is present on any hardware I have tested so far. (Notebooks, laptops, deskop PCs, regardless the kind of graphics card.) In particular toggling vertical and horizontal maximisation does not work. I can only one time maximise the window and can not switch it back to its original size (using my defined keyboard shortucts, i.e. Ctrl-Shift-h and Ctrl-Shift-v). After removing the proprietary driver the things start to work.
