Title:
login screen forgets audio settings

Bug description:
When sitting at the login screen, I have to mute the audio because
otherwise when the machine boots I get the highly disruptive bongos.
However, if I then log in and re-enable the audio in my session, when
I log out, the audio is re-enabled on the login screen, and I'll get
the bongos again if I reboot.
Shouldn't the login screen remember its audio settings separate from
the audio settings of my session? Is there some other way to prevent
the bongos on boot but enable audio when I'm logged in?
