Can you please run bluez in debug at the time (sudo stop bluetooth, then
sudo bluetoothd -d -n ), as well as NetworkManager in debug mode (see
http://wiki.ubuntu.com/DebuggingNetworkManager) ?

Seems to me like there may be some further information in bluez debug
logs that could point to an issue, if there is one, in bluetooth as to
why the network is listed as down.

Title:
  bluetooth tether connection drops

Status in “network-manager” package in Ubuntu:
  Incomplete

Bug description:
I use a bluetooth connection to a Sony Ericsson K800i from a computer
running Ubuntu precise. The connection frequently drops (maybe an
inactivity timer?). There is no indication as to the reason I can
find, but around the time it happens there is the following entry in
  syslog:

  Apr 6 00:54:01 X24 dhclient: receive_packet failed on bnep0: Network
  is down

Nothing else. Google also didn't return anything meaningful on that
error. The only two hits point to a pastebin where something else was
probably looking for help on this problem.

My precise system is up to date, network-manager package is version
  0.9.4.0-0ubuntu4.2.
