critical battery action is not fired

Bug description:
I have a Lenevo ideapad z560 laptop, i configured shutdown on critical
battery.., it didn't fired and after complete discharging of battery
my pc sudden off.., then i installed some laptop-tools on laptop but
still in some cases it is hibernating and in many cases it is not
hibernating.., checked several times.. but i didn't get any solution..
My critical battery level is set 5%
First i charged my battery up to 10%
and i set auto hibernation battery level to 6%
i saw in some cases after unplugging the charger when battery is dropping to
6% it hibernates but in some cases it is doing nothing...
Please Assist me so that i can configure critical battery action to
shutdown and i assured that each and every time on critical battery it
will fire critical battery action configured by me.
