Alright, I figured mine out; but, still don't know whether it's got anything-to-do-with anything; so I can't make my own bug report.
My ISP doesn't support IPv6, so when I disable IPv6 on Raring everything gets back to normal. I didn't follow this, noobslab.com/2012/05/disable- ipv6-if-your-internet-is.html ;but, instead, disabled IPv6 from GRUB 2 and (then, also) blacklisted it: GRUB_CMDLINE_LINUX_DEFAULT = ipv6.disable=1 quiet splash && subbass.blogspot.com/2009/02/disable-ipv6-on-ubuntu-810.html (don't use their CMDs, they are wrong): 1) gksu mousepad /etc/modprobe.d/blacklist.conf 2) append the following line: blacklist ipv6 PS.
