  Cannot make links on FAT partitions

Bug description:
  Binary package hint: nautilus

  If I try to make a link on a FAT partition, I get this error:

      Error while creating link to filename.
      There was an error creating the symlink in /media/FATpartition.
      Show more details

  1. If you can't make a link on a certain filesystem, you probably shouldn't 
even offer to.   Ctrl+Shift+Drag should show a "not allowed" icon instead of a 
link icon.
  2. If you do let them think they can create a link, and then show an error 
message, you need to reword it.  This error message is too cryptic.
  3. Better yet, there should be a way to make "pseudo-links" on filesystems 
that don't support linux-style symbolic links.  A .desktop file could be 
created that targets the desired location, for instance, or a Windows .lnk 
shortcut could be created.  Related ideas here:
