Ubuntu does not automatically create a bug report on application crash

Bug description:
Gedit has just crashed, but I was not offered the option to report the crash.
The only options I was offered were:
- leave closed
- relaunch
and there was a "view details" button.
There should be another button or checkbox to file a bug report on
launchpad, it doesn't matter whether your version of ubuntu is
development or stable or whatever, nor whether you have this or that
package installed. The option to immediately file a bug report must
ALWAYS be offered, and the user must be given access to wherever the
report is filed. Crashes must be taken seriously.
