  glow effect too small in workspace switcher on external monitor

Bug description:
  Ubuntu 13.04 latest updates installed

  Laptop screen resolution:  1600x900
  External monitor: 1080p

  by connecting the monitor the glow effect, which marks the current
  workspace in workspace switcher, is too small [1]
