This is a local problem, not something wrong with the package or
something Ubuntu can have avoided. A previous update was interrupted in
middle of update.  Power loss, perhaps?

The solution is right there in the message, "you should reinstall it
before attempting configuration".  Reinstall that single package.

>From a terminal, $ sudo apt-get install --reinstall chromium-codecs-
ffmpeg
