This problem affected me (wired network worked on 12.04, but not on 13.04, wireless worked on both). But then went away after a reboot (not the first reboot after encountering the problem). I did try the suggestions on http://ubuntuguide.net/fix-cannot-connect-to-wired-internet-problem-in-ubuntu-or-ubuntu-vmware-guest to no avail before rebooting though (but restored /etc/network/interfaces to it original state when changing it did not help).
