Title:
power indicator icon mismatch with battery level when charging

Status in Gnome Powermanager:
  New
Status in “gnome-power-manager” package in Ubuntu:
  Confirmed

Bug description:
Since Ubuntu 12.10 there are more than one power indicator icon for battery
to show "battery level" during charging process while connected to AC adapter.
This battery level never works correctly.
When charging, this icon is expected to change to show how full the battery
is, ranging for 20, 40, 60, 80, and 100. But it always shows 20 until is fully
charged then it shows 100.

The battery level should change during charging, but it is still on
  20%.
