I had similar issue with Plantronics usb headset on Ubuntu 12.04.2. After reinstalling half of my system I came accros a slider in alsa mixer which did the thing. Here is what I did. After opening alsa mixer, pressed F6, selected Plantronics .Audio 622 USB. It showed two sliders: one for the Speaker and one for the Mic. And this is what one would expect becasuse there is just one microphone and the speakers on the headset. But after pressing F5 (which stands for showing all controls, and is barely visible in between of other text), another slider appears. This one also says Mic, but it has "Capture" on top of it. On my system this slider was on zero. After sliding it to maximum, I was able to normally controll the input level for the microphone from sound settings.
