Hi Benedict,

A decision was made to only have one workspace by default in 13.04.  See
bug #868423 for more details.

If you'd like re-enable the workspaces, open the Dash and type
"appearance".  Open the Appearance application.  Click on the "Behavior"
tab.  In there, you will see a check box for "Enable workspaces".  Click
the box to enable the option and now you should have your workspaces
again.

  Workspaces are not enabled after upgrade from 12.10 -> 13.04

Bug description:
  I upgraded from 12.10 to 13.04 and most of the upgrade worked. I had
  workspaces (4 virtual desktops) enabled on 12.10 and they were somehow
  disabled on 13.04.
