Title:
Fn+F3 in dell studio 1555 doesn't disable charging

Status in Gnome Powermanager:
  New
Status in “gnome-settings-daemon” package in Ubuntu:
  Incomplete

Bug description:
In Windows, Fn key +F3 disables battery charging. This is useful when
you have say 50 percent charge and you want to use laptop without
charging. This can reduce the battery charge/discharge cycles.

Right now the window for power statistics just pops-up.

  Laptop is DELL Studio 1555
