I can also reproduce this bug with Transmission 2.77 (in an Ubuntu 13.04
environment). The torrents I am downloading are from librivox.org.
I don't understand all the "additional information" provided by the
previous poster, but I can provide the same information for my own
situation:

Bug description:
It seems like "webseeds" (where a file gets downloaded using http from
a web server instead of using the bittorrent protocol) don't respect
the download speed-settings the user sets in Transmission.
I found this out when downloading the 720p version of the new Blender
movie "Tears of Steel"[1] using Transmission resulted in my internet
connection to become saturated, and all other torrent downloads to be
interrupted (because 20 Mbit/s is more than the 750 KB/s I had limited
Transmission to).
