Installing without Internet access causes nvidia driver not installed

Steps to reproduce:
1. Install an Ubuntu 8.04 LTS on a machine without Internet access and
with a nVIDIA graphics card, using Desktop CD.
Expected behavior:
The nvidia-glx-new propietary driver is installed even without
Internet access, because the .deb package can be found in the
installation CD.
Actual behavior:
- The nvidia-glx-new package is not installed, so is not used. If you go to
System->Administration->Hardware drivers, you can see that the nvidia-glx-new
driver is not installed.
- If you go to System->Administration->Software sources, you can see that all
Ubuntu Internet repositories are activated (but the machine hasn't Internet
access!), and the Hardy CD-ROM checkbox is unchecked, so the CD-ROM is not been
used to access packages. (Could this be another issue? May I create a separate
bugreport for this?)
