I have read the chat logs and, although it's not called "rolling
release", it's "be able to track the development version" [1]. Even in
the logs it's said that is a wording change. That would affect the
report here as people that decide to stay in the development release
will never be able to install their legally purchased software anymore.
But anyway, that is not the premise at all. The premise is that the
current Ubuntu Software Center poses a problem to the (enthusiasts)
people that usually test and tries to help more to the distro itself. If
that people has decided to live with a development version, I would
consider "safe" to allow them install the software in that same system,
maybe expressing that the original developer does not commit to support
it in such a release.
I don't think this problem has being looked at properly, reopening.

Unable to install previously purchased software in current ubuntu

Bug description:
I have some purchased software that I am not able to install due to
Ubuntu Software Center considering that the development release (saucy
as I'm writing this), is not supported.
This means that advanced users that want to have saucy installed will
not be able to access that purchased software anymore. With the
incoming plans for the development release to be a "rolling release",
this would mean that I'd not be able to access that software unless I
go back to an "stable" release.
Given that the development release is considered of use by not the
regular users, but advanced ones that want to have the latest
software, I would consider the "release check" in the software center
to not be done in any case when in the latest development release.
As a side note, maybe with even a different bug report, this also
affects what new software I can install. As an example, I cannot find
the steam client listed for installation, when it appears without
problems in a computer with ubuntu precise.
