It's not really clear from your bug report whether you're reporting an
actual bug or just reporting a bug because the UX has changed. In any
case, the behaviour you describe is intended (although, I'm not really
sure what you mean by "there is no icon for the new dialog" - there is
an entry in the Tools menu, and also in the download panel which can be
accessed from the right hand side of the navigation bar)

after updating Firefox to the latest release with the new download ui,
there is no icon for the new dialog and if i open Downloads from the
menu, the downloads open in the bookmarks management window
