Screen freezes when trying to move icons in Unity's launcher

Bug description:
A recent upgrade of Unity seems to have introduced a crippling bug
whereby the screen locks up whenever left-click is held down on an
icon in the launcher so that icons can be moved around. The cursor can
still move but the rest of the desktop doesn't update, with flickering
happening on occasion.
Nothing short of forcing a reboot has been able to get around this.
