The distro this was reported in may be EOL, but can anyone confirm if

Title:
Change of system proxy requires passwd x2

Status in GNOME Control Center:
  Invalid
Status in One Hundred Paper Cuts:
  Incomplete
Status in “gnome-control-center” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: gnome-control-center

change the proxy, click system-wide, you will be prompted for your
  password twice.

It's annoying because I need to change my proxy dozens of times a day,
  if not more.

I really wish I knew how to bypass the password requirement for this
  one feature.
