I suffer the same problem too, adjusting the brightness via settings or keyboard doesn't actually affect screen brightness, and when it lowers brightness due to inactivity the screen flashes scaringly. Same hardware: Dell XPS13 developer edition w/ native ubuntu (upgraded to 13.04 and up-to-date).
