switching to Extra visual effects causes long delay

Bug description:
When I choose "Extra" in Visual Effects preferences, the "Searching
for drivers" appears and runs for a long time. The jockey log
indicates that it scans for drivers for all kind of hardware which
seems totally unnecessary, but the timestamps in the log does not
cover the whole waiting time. Never mind that I have a perfectly
working driver installed by default.
