I'm using Ubuntu 13.04 and no Link/Unlink options too. Should a new bug report be created?

This results in same friend being showed over and over again in the list(s). The problem is being solved using libfolks (http://telepathy.freedesktop.org/wiki/Folks) which can aggregate contacts from multiple sources like People (https://launchpad.net /people-project) and/or Soylent (http://live.gnome.org/Soylent) - According to the Roadmap (http://live.gnome.org/Empathy/Roadmap).
