I managed to get things working with the following workaround:

cd /usr/share/gtk-doc/html
sudo mv gtk gtk2
sudo mv gdk gdk2

devhelp seems to be looking for a file using the scheme
<dirname>.devhelp inside <dirname>/.

The bug should probably be assigned the the gtk+2.0 source package.

  Doesn't show on DevHelp

Status in “gtk+2.0” package in Ubuntu:
  Confirmed

Bug description:
  I have installed libgtk2.0-doc 2.24.17-0ubuntu2 but doesn't show in DevHelp 
3.6.1-0ubuntu1.
  It was fine in Ubuntu 12.10 but it broke in 13.04.
  Maybe the bug is in DevHelp?
