External mouse freezes when using the keyboard

Bug description:
I have a laptop with a touchpad and an external mouse. External mouse
motion is ignored whenever a keyboard button is held down. This makes
most computer games unplayable because you can't move and turn at the
same time.
The touchpad is not ignored and keeps working perfectly when a key is
held down.
Toggling "Disable touchpad while typing" in system settings does not
have any effect.
This bug only happens if the mouse is plugged in when system is
starting. Removing and re-plugging the mouse makes the issue go away.
This seems to indicate that the error lies in the initialisation code.
