Thanks for reporting this bug and helping to make Ubuntu better.

According to Debian, gdm actually needs dconf-cli instead:

We'll still have ubuntu-gnome-desktop depend on dconf-editor though. I
don't know if Ubuntu itself will continue to include dconf-editor or not
by default.

  GDM 3.8.1.1 depends on dconf-tools when it should depend on dconf-editor, as 
dconf-tools is a transitional package, for help installing the new split 
packages dconf-cli and dconf-editor.
