Title:
  The humiliating struggle to click on the overlay scrollbar

Status in “unity” package in Ubuntu:
  Opinion

Bug description:
  About 50% of the times (it's not systematic), when you move onto the
  right border of a window in order to click on the overlay scrollbar
  and scroll it, it turns out to be almost impossible to click on it,
  because the following happen:

  - as soon as you reach the supposed-to-be scroll zone, the scrolling cursor 
appears
  - but as soon as you move just one more pixel to the right, it disappears 
because the cursor changes to the window-resizing cursor
  - when you click it's already too late and you are resizing the window 
horizontally instead of scrolling it
  - you retry again and again, in a pathetic, humiliating struggle, until 
either (a) you do it slowly enough to capture the scrollbar cursor (I wonder 
whether this has haver happened, actually) or (b) you click here and here, 
change focus to different windows, go back to the original one, and it finally 
start working as expected.

  By the way, the normal behavior, which is at least decent, has its
  downside too: it's difficult to horizontally resize a window from the
  right size, because you have to "come in from the outside" (or
  otherwise the scrollbar will appear when you want to resize the
  window). Which reveals how badly conceived is the overlay  scrollbar
  concept from the very beginning. But at least  that's usable once you
  know it.

  I'm not sure whether it's worth wasting human time fixing this bug,
  when the only right thing to do would be to get rid of (or radically
  re-think) the demential overlay scrollbars alltogether. However, if
  that is not going to happen, then this must be fixed quickly because
  it is a nightmare.
