highlighting text breaks mousewheel scrolling

Bug description:
When highlighting (selecting) typed text, scrolling up and down with
the mousewheel stops working. It does not matter, whether text is
selected by mouse or keyboard.
How to reproduce:
1. select "new email"
2. type any text
3. highlight text:
3.A. double click on word
3.B. triple click (highlight paragraph or sentence)
3.C. select text with mouse
3.D. Ctrl+Shift+arrow key
3.E. Shift+arrow key
3.F. Shift+Pos1 / Shift+End
4. try to scroll with mouse wheel
Curently, I do have the Gnome3-PPA enabled, but not the Staging-PPA,
but I've tested it in a virtual machine. The bug persists when
enabling the Staging-PPA and upgrading to newer packages. The bug did
not occur in the 3.6-release of Gnome.
