I'm using Ubuntu 13.04 x64 with stock transmission 2.77-0ubuntu1 and see this bug. It is repeatable. Just rm -rf ~/.config/transmission to set default settings, start transmission, e.g. set a "save to" location, restart transmission, and you will see it forgets the setting (and others). Like the OP here I have also been getting ~/en-AU.UTF-8 and other hieroglyphic named folders in my home area. This is a bad bug making transmission awful to use.
