sip account setup page takes 50 seconds to display

Bug description:
Open system settings, click online accounts, click new, select sip.
Using stopwatch time the behaviour.
50 seconds later the form gets rendered to input sip details.
I have a 32GB of RAM and 8-core i7 cpu...... I have a reasonable
expection for that form to render isntantly.
Clicking to go back to "all settings", reentering online-accounts,
clicking new, sip, the form now renders instantly.
