Dell Inspiron 13z 5323. I followed your steps and all is good now.

Bug description:
  Upgraded Dell Inspiron R17 Special Edition (7720)  from  64-bit 12.10 to 
13.04 using sudo update-manager -d
  Upgrade successful but the Alps touchpad is only detected as a mouse with no 
scrolling support available within Mouse and Touchpad. Alps touchpad was not 
working in 12.10 but using Dave Turvene's hack:

    I was able to enable scrolling support on the touchpad. Firmware has
  been updated to latest release using Dell utility whilst running
  Windows 8.

  1) The release of Ubuntu you are using, via 'lsb_release -rd' or
  System -> About Ubuntu

  Release:      13.04
