But this is NOT a fix =D This is dirty hack... Now you can instal
firefox-locale-* on system even without firefox installed! There should
be another way... Maybe different locaization packages for CLI (server
systems) and GUI (desktop)? I think it will be appropriate - most, if
not all Desktop users have Firefox installed

Title:
  Firefox locale should depend on firefox

Status in “firefox” package in Ubuntu:
  Invalid

Bug description:
  I am using 13.04.
  In short, firefox-locale-* packages are not depend in any way on firefox 
package. So, it's possible to:
  1) Install system without Internet connection
  2) Reboot to installed system
  3) Connect to internet
  4) Decline updates ("Remind me later") - I am on very slow EDGE connection
  5) Go to Language support and install full localization
  6) TA-DA! We have firefox (20.0+build1-0ubuntu2) and firefox-locale-ru 
(22.0+build2-0ubuntu0.13.04.1) installed! Of course, firefox didn't recognize 
localization and stays English. So I need to manually delete 
22.0+build2-0ubuntu0.13.04.1 and install 20.0+build1-0ubuntu2.
  I think it's not a bug, but a very annoying mistake. Can it be fixed?
