Packages aren't reloaded after closing Software Sources

Bug description:
Even after changing the repositories in the software sources window
and closing it, Software Center gives no indication that it is
reloading packages, and no changes appear to be made (for example, the
page for Skype still has the button to enable the partner source
instead of the install button).
