I do the test on July 4th UbuntuKylin daily build image  and the steps are 
follow:
(1) Open the "System Settings"  and the setting functions except "Date&Time" 
are can be started normally .
(2) Then open the date-time indicator and choose the "Date&Time Settings",  the 
time setting cannot be started and the control-center main windows appears. 
(3) After that, the gnome-control-center window cannot be closed. Meanwhile 
when I choose any one function in control-center,  it  will return back to the 
main window of control-center.

So the problem maybe caused by "indicator date-time",  then I  reported
a  bug #1197662 to "indicator date-time".

the indicator date-time version is : 12.10.3+13.10.20130703.1-0ubuntu1
the gnome-control-center version is: 1:3.6.3-0ubuntu29

In the latest daily build image, the problem seems  to be resolved and
the versions are follow:

indicator date-time : 12.10.3+13.10.20130708-0ubuntu1
gnome-control-center: 1:3.6.3-0ubuntu30

  setting fucntions  cannot be  started from control-center

Bug description:
  The gnome-control-center in latest saucy image does not work correctly
  as the setting function cannot started from it. The main window also
  cannot be closed.
