  Gimp: rotate selection 180 degrees is off by one, making white line

  Noticed in large image, reproduced in small one.

  To reproduce:

  1. Open a small image (100x100, for example).
  2. Fill with black.
  3. Open View - Navigation window.  (not vital, but easy to see the resulting 
line)
  4. Draw rectangular selection.
  5. Use Tool > Transform > Rotate and set to 180 degrees.

  The white line will appear in the Navigation pane.  This problem seems
  different from the above bug, in that moving the selection fixes the
  problem, so it doesn't seem like anything was lost, just not placed
  correctly.

  Seen in Ubuntu 12.04, with Gimp 2.6.12
